Now I understand even more why a certain government agency once planned and invited me to their office to lead the creation of a curriculum for a watch repair technician course. I was with my students from the watch repairing class back then.
​It all started when a director from that agency went to a watch service shop in Manila because his beautiful watch suddenly stopped working. But just as he was about to hand over his watch to the service personnel, a question suddenly crossed his mind: Does this watch technician actually know how to fix my beloved watch? When the technician spoke about the watch's problem, even more questions filled his mind: Is this technician's repair method up to the standards of the watchmaker or manufacturer, especially since he quoted a large amount for the repair cost?
​This was exactly what the government agency director told me when he was planning to have his watch repaired. This was also what pushed him to invite me, and with the help of my students, we successfully developed the Watch Repair Technician curriculum back in the year 2000.
​Our agreement with the director was that I would be the lead assessor, and I would deputize assessors to be deployed nationwide, with the DTI (Department of Trade and Industry) serving as the government's implementing arm. However, silence followed, and everything fell even quieter when the elections came and the sitting officials were replaced.
​It is such a waste of a wonderful plan that could have raised the integrity of every Filipino in the field of horology.
​That is why I chose to patiently carry on alone with the help from some of my friends. This year, I am turning 70 years old and dealing with various ailments. Even though the earnings from enrollees are not enough to fund the operations of PWRTCI, my other earnings from my inventions and the fabrication of hard-to-find parts—ordered by my customers—help sustain it. With the political turmoil happening in this country, the beautiful plan of the director I met back in the year 2000 for the welfare of Filipino watch technicians seems so far from ever coming to fruition!

​Determined students who wish to learn scientific watch repairing gather at PWRTCI Manila to learn from their teacher, Israel "Le Arsi" Angeles. He began teaching both the youth and the elderly back in the '90s, and continues to do so today in 2026, constantly inspiring a new generation of watchmakers in the country.
​Innovation and Craftsmanship
​Because of his innovative ideas, the standard of workmanship in the field continues to rise. One of his notable inventions is the Le Arsi Quartz Watch Analyzer with audio simulation, which can determine whether a quartz watch is in a normal or abnormal condition through a simple sound cue—emitting one distinct sound for a defective state and a different one for normal operation.
​Furthermore, his training elevates craftsmanship by teaching students how to fabricate missing or unavailable parts from scratch, a crucial skill especially when servicing high-end luxury watches.
​A Legacy of Excellence and Integrity
​The morale of the students is deeply uplifted by the achievements of their teacher. Sir Le Arsi holds a distinguished track record in the industry:
​TESDA Pioneer: He authored the very first curriculum for the watch repairing course under TESDA back in the year 2000.
​Clockwork Innovator: He was the first to design and build a clock movement with only two wheels inside—an invention he called the "two-wheel direct drive"—which is now utilized in numerous tower clock installations across the Philippines.
​Now approaching his 70th birthday this coming August 7, and having undergone a procedure to implant two heart stents three years ago through the care of the excellent medical personnel at the Philippine Heart Center, he still pushes forward. Upon ensuring that no one would assist him in securing Swiss-made testing equipment, despite having sent numerous request letters to the relevant authorities, Le Arsi was compelled to build his own instruments.

Another creation of Le Arsi for testing quartz watches is this Le Arsi Quartz Watch Quick Test (Apoc 72). He developed this to meet the needs of his students in his watch repairing class back in the 1990s.
​HOW IT WORKS:
​The Process: Simply place the watch (with its battery installed) on top of the tester's marker.
​If it beeps every second: The watch circuit, including the step motor coil, is fully functional.
​If there is no sound: It is suspected that there is a problem with the watch's IC (integrated circuit) and motor coil.
​If it beeps every second but the second hand isn't moving: This means the movement is jammed/dirty, or the battery is already weak.
​If it beeps but the pitch of the sound changes after a while: It means there are restrictions or friction in all the moving parts inside the watch.
​THE IMPACT:
​When Le Arsi created this back in the '90s, it made troubleshooting highly scientific for his watch repairing students at PWRTCI MANILA—a standard that continues to this day!

In 1977, Switzerland released only 25,000 pieces of the Rolex Oysterquartz. Today, it has become a collector's item. Because of this, when a part gets damaged, it is bound to be difficult to find and incredibly expensive.
​Take the case of a foreigner who traveled all the way from the USA to the Philippines, bringing along a Rolex Oysterquartz Caliber 5035 with a broken coil. Using the Filipino-made "Le Arsi Watch Tester," which emits a sound, they were able to pinpoint exactly where the connection in the coil was broken. Because the acoustic feedback of the tester allowed for a precise discovery of the break in the coil winding, Le Arsi was able to immediately reconnect it using a micro-soldering technique.

Le Arsi Quartz Watch Analyzer - the Filipino idea using audio in quartz watch trouble shooting!
Testing to identify the problem with a two-hand quartz movement. Using the Le Arsi tester, a 1.5V current was applied to the movement's circuit—the tester showed no reaction.
​The next step was to determine if the coil was functional by applying a 0.20V supply from the tester. It was confirmed that the coil is open (broken). Afterward, the watch's IC was monitored for pulses every 20 seconds. The pulses were detected, leading to the final conclusion: the IC is good, but the coil is open.
​The succeeding test was to determine the "lower working voltage limit" of the three-hand quartz movement. This is the method used by the students of Le Arsi at PWRTCI MANILA, utilizing a custom-designed watch tester created by their teacher Le Arsi—a Filipino!

Watch how to use this Filipino-designed quartz watch tester with sound. This is an original design by Le Arsi, who is also an instructor for the watch repairing course at PWRTCI Manila.
​He came up with the idea for this watch tester for his students, allowing them to use their ears while keeping their eyes focused on the microscope to minimize accidents. The sound emitted by the tester depends on the condition of the quartz watch:
​High Power Consumption: If a watch drains the battery quickly, the result is a high-pitched tone and a long LED flash.
​Normal Condition: If the sound and LED flash are short and low-pitched, the watch movement has normal current consumption and is battery-efficient.
​Le Arsi's students have become experts in troubleshooting electronic watches thanks to this Pinoy tester! Truly, Filipino ingenuity!
