Now I understand even more why a certain government agency once planned and invited me to their office to lead the creation of a curriculum for a watch repair technician course. I was with my students from the watch repairing class back then.
It all started when a director from that agency went to a watch service shop in Manila because his beautiful watch suddenly stopped working. But just as he was about to hand over his watch to the service personnel, a question suddenly crossed his mind: Does this watch technician actually know how to fix my beloved watch? When the technician spoke about the watch's problem, even more questions filled his mind: Is this technician's repair method up to the standards of the watchmaker or manufacturer, especially since he quoted a large amount for the repair cost?
This was exactly what the government agency director told me when he was planning to have his watch repaired. This was also what pushed him to invite me, and with the help of my students, we successfully developed the Watch Repair Technician curriculum back in the year 2000.
Our agreement with the director was that I would be the lead assessor, and I would deputize assessors to be deployed nationwide, with the DTI (Department of Trade and Industry) serving as the government's implementing arm. However, silence followed, and everything fell even quieter when the elections came and the sitting officials were replaced.
It is such a waste of a wonderful plan that could have raised the integrity of every Filipino in the field of horology.
That is why I chose to patiently carry on alone with the help from some of my friends. This year, I am turning 70 years old and dealing with various ailments. Even though the earnings from enrollees are not enough to fund the operations of PWRTCI, my other earnings from my inventions and the fabrication of hard-to-find parts—ordered by my customers—help sustain it. With the political turmoil happening in this country, the beautiful plan of the director I met back in the year 2000 for the welfare of Filipino watch technicians seems so far from ever coming to fruition!
