NFA update for Oregon gun owners (October 9, 2026)
ATF announced today it will no longer enforce NFA registration, approval, or transfer requirements for suppressors, short-barreled ri**es, short-barreled sh****ns, and AOWs. No Form 4, no tax stamp, no wait, nationwide. Machine guns and destructive devices are unchanged ($200 tax, full NFA process). ATF will still accept Form 1 and Form 4 registrations voluntarily at $0 tax.
Before you get excited: Oregon law did not change.
ORS 166.272 makes knowingly possessing a suppressor, SBR, or SBS a Class B felony. The only defense is that the item was "registered as required under federal law." The federal registration requirement is still on the books; ATF just stopped enforcing it. A prosecutor can argue an unregistered item was never "registered as required," and ATF has said it will not weigh in on state law. Oregon Fi****ms Federation reads it the same way.
What this means in Oregon:
• Suppressor/SBR/SBS with an approved Form 4 or Form 1: lawful, keep the paperwork with the item
• Suppressor/SBR/SBS with no federal registration: felony exposure
• Buying new from a dealer: dealers still need an SOT, and Oregon buyers still need registration, so expect the Form 4 process to continue here
• AOWs: not named in 166.272, but still a GCA fi***rm (4473, NICS, in-state only)
• Machine guns/DDs: no change
Other things that did not change: every one of these items is still a fi***rm under the Gun Control Act, so 4473, NICS, and prohibited-person rules apply. SBRs and SBSs still need a Form 20 to cross state lines. Nothing is grandfathered; DOJ declined to appeal the Texas ruling, but the nationwide policy is enforcement discretion, and if it reverses, unregistered items become contraband with no guaranteed amnesty.
Bottom line for Oregon: register anyway. It's free, and an approved Form 1 or Form 4 is the only paperwork that satisfies state law.
This is general information, not legal advice. Talk to a fi***rms attorney before making, buying, or transporting any NFA item.

➡️ATF has published an Open Letter and FAQ on NFA transfers of short-barreled ri**es, short-barreled sh****ns, suppressors (silencers), and “any other weapons.”
➡️Still required: 4473s, NICS checks, compliance with state/local laws, and Form 20s for interstate transport of SBRs/SBSs.
