A Message to Payson Residents About Rising Electricity Costs
The Payson City Mayor, City Council, and Administration want to acknowledge the recent increase in electricity costs reflected in your utility bills. We understand that rising household expenses put real pressure on family budgets, and we are truly sorry that these higher power costs are being passed along to our residents.
To put this increase in perspective, Payson City’s typical August electricity bill from Utah Associated Municipal Power Systems (UAMPS) is approximately $1.2 million. In August 2026, that cost increased to approximately $2.1 million—a substantial and unexpected increase.
This increase is largely tied to changes in the regional electricity market. Our participation in the Extended Day-Ahead Market (EDAM), following PacifiCorp’s decision to join, has created new challenges in how we secure and balance the power needed to serve our community. Under the market’s rules, having sufficient power resources available a day in advance is critical to avoiding significant penalties and additional costs.
For a typical Payson household using 750–1,000 kilowatt-hours per month, the current power cost adjustment is expected to add approximately $24.75–$33.00 to the monthly electric bill. We recognize that this is a meaningful increase, and we do not take that impact lightly.
What are we doing about it?
Payson City is actively working to bring these costs down and create greater price stability for the future. Our new power plant is an important part of that effort. Along with the expiration of an existing power contract in April 2027, the plant is expected to improve our ability to meet the market’s resource requirements, reduce exposure to costly penalties, and better manage our electricity costs.
We know this explanation does not make a higher bill any easier to pay. Our responsibility is to be transparent about what is happening, make sound decisions on behalf of our community, and pursue every reasonable opportunity to stabilize costs.
We are truly sorry for the burden this places on Payson families. Please know that we take this issue seriously and are committed to working toward a more reliable and affordable power supply for our community.
Thank you for your patience and for being part of Payson.
